IoD updates its Balanced Scorecard for Government

The Institute of Directors has today updated its Balanced Scorecard for Government – a transparent, objective and strategic framework for evaluating the UK Government’s economic performance.

The Scorecard consists of 10 Key Performance Indicators (KPIs) that span critical areas such as business confidence in the economy, ease of doing business, access to skills and labour, economic management, and ease of trade.

This offers a clear, data-driven assessment of how well government policies are supporting long-term economic growth and national prosperity.

Commenting on the update, Anna Leach, Chief Economist at the Institute of Directors, said:

“Our Balanced Scorecard sets out the areas of government policy that matter most for driving a stronger, more resilient and prosperous UK. They are intended to track meaningful progress in areas fundamental to a strong and effective business sector over the course of this parliament. And there are some areas where performance has moved in the right direction: investment and exports have both risen, for example.

“As the UK once more adjusts to a new administration, the Scorecard highlights the ongoing need for action to lift growth. Business confidence remains low and volatile, tax competitiveness has gone backwards, and business electricity costs are almost double the G7 average. In some areas, the policy environment underpinning the indicators is heading in the right direction: for example, the Government’s target to reduce the administrative burden of regulation by 25% could help to move the dial on the extent to which businesses view regulation as a break on their growth. In others, such as the labour market, there is considerable concern that mounting costs and risks could make the UK’s growth challenge harder.

“As policymakers seek to lift living standards sustainably across the UK, the Scorecard underlines the importance of creating the conditions in which responsible and ambitious businesses can invest, innovate and create opportunity across the country. Later this year, the IoD’s 2026 Commission, Business. A force for good?, will publish recommendations for policymakers, business leaders and investors on how to strengthen the contribution of business to long-term prosperity, trust and higher living standards. We look forward to working with Government to turn those priorities into action.”
