Speakers
Graham Skinner
Graham is the Health & Safety Policy Manager at Offshore Energies UK (OEUK), where he leads regulatory engagement, statistical reporting, and policy development. He is responsible for ensuring that good practices are captured and communicated among OEUK’s 430 members, fostering collaboration across the industry. His role also encompasses aviation safety, government resilience programs, and security matters.
A Chartered Engineer and member of the Energy Institute, Graham originally studied Scots Law, earning a bachelor's degree before transitioning to the energy sector. He began his career with a drilling contractor, taking on roles in the Middle East and Africa across land drilling rigs and mobile offshore drilling units. Over the years, he held positions in drilling operations management, safety, and risk management.
In 2013, Graham joined the UK Health and Safety Executive as a Specialist Inspector, regulating the safety of offshore well engineering operations. He moved to OEUK in February 2023, where he has been actively developing strategies to address emerging industry challenges, including Process Safety Leadership.
Malcolm Gunnyeon
Malcolm is a litigator with over 20 years' experience in the Scottish courts. He is regularly called upon by clients to help them manage the civil, criminal and reputational risks arising from serious workplace accidents and fatalities and is ranked as a leading Health and Safety lawyer by Chambers & Partners.
Malcolm has expertise in the energy, transport and food & drink sectors. He is routinely involved in the defence of prosecutions for breach of safety or environmental legislation and in conducting Fatal Accident Inquiries. Malcolm supports clients and their staff through the whole life cycle of a litigation; from providing immediate critical incident response to managing complex investigations, and eventually through to the successful resolution of court proceedings.
Victoria Anderson
Victoria has considerable experience in incident response across all sectors ranging from workplace injuries to major incidents involving fatalities. She supports clients from the initial incident response, through the regulatory investigation (including enforcement action/appeal) to conclusion - whether that be criminal prosecution or Fatal Accident Inquiry.
She is ranked as a Leading Associate by Legal 500 and Star Associate by Chamber & Partners. She regularly appears in the Sheriff courts across Scotland. In addition to investigations by the Health and Safety Executive (HSE), Victoria represents corporate bodies and individuals involved in investigations by SEPA (Scottish Environmental Protection Agency), Police and DVSA/Office of the Traffic Commissioner in relation to licencing/regulatory infringements.
