Phillips focuses on the relationship between politics and grand strategy, shaping strategic policies in peacetime and wartime.
He explores how top decision-makers navigate their roles while being influenced by the structures they manage. While his earlier research centred on grand strategy in World War II, he is now increasingly interested in 21st-century conflict. He also examines how Strategic Studies and Management Studies can learn from each other regarding strategy.
