Educated at Pocklington School and Durham University Air Marshal Walker joined the Royal Air Force in 1968. He served as a fighter pilot and instructor flying the Phantom FGR2 and went on to command 111 Squadron at RAF Leuchars, flying Tornado F3.

He became Director of Operational Capability in 1999, Assistant Chief of Defence Staff (Operations) in 2001 and Assistant Chief of Staff (Policy & Requirements) at the Supreme HQ Allied Powers Europe (central command of NATO Military Forces)in 2001. He went on to command the Joint Warfare Centre in Norway, responsible for training NATO HQ Staff for deployment to theatres such as Afghanistan and the Balkans. He retired in 2007 and was appointed Lieutenant-Governor of Guernsey in April 2011.
